English marriage law still requires couples to say 2 declarations, in the presence of 2 witnesses and in a building that has been licenced for marriage i.e. Register Office, Church or Approved Venue. The law is restrictive in the time of day, the specific building (under cover and permanent) and the content of the ceremony.
